Cornerstone of the Digital Society: Origin, Agenda and Impact of the Global Digital Compact

Abstract: The formal signing of the Global Digital Compact provides a comprehensive, inclusive and forward-looking strategic framework for addressing key issues such as global digital governance, data management, and the ethical use of digital technologies. It fully reflects the United Nations’ ambition to advance digital governance, and has a profound impact on the future actions of member states and stakeholders. This paper adopts an “issue-policy-politics” analytical framework to examine the origins of the Global Digital Compact, emphasizing its significance as a milestone in reshaping global digital governance. It systematically summarizes the core content of the contract from four dimensions — objectives, framework, implementation, and security—highlighting its applicability and operability as an inclusive global governance framework. It also analyzes its far-reaching political, economic, and social impacts, exploring its role in enhancing national digital governance capabilities, promoting industrial digital transformation, and fostering the construction of a smart society.
