Abstract: This article traces back the concept of “dividing by land”, which originated from the Yushi of Ye Changzhi, a scholar and collector in the late Qing Dynasty. It means that the library should pay attention to the characteristic resources of the local documents in the collection, and pay attention to the reading and promotion work of indigenous literature in the local township. Through the selection and promotion of success of local literature departments in public libraries participating in popular reading promotion, it is suggested that the library community can strengthen and expand the reading of local literature by editing books, magazines and newspapers, organizing exhibition and lectures, and promoting online reading.
