Scientific Data Outflow in China: Phenomena, Problems and Countermeasures

Abstract

Abstract: With the birth and development of data-intensive scientific discovery research paradigm, and
the deepening of theoretical research and practical exploration of scientific data sharing, The uncontrolled
sharing of scientific data has caused the outflow of some scientific data in China and attracted the attention of
the relevant departments. The control of key scientific data outflow is urgently needed. This paper discusses
the phenomena of the outflow of scientific data and the associated problems. And some countermeasures
are proposed. The outflow of scientific data in China is mainly manifest in the publication, storage and
submission of data papers, data sets, and paper data to foreign platforms. The problems are mainly reflected
in economic interests, periodical construction, scientific research, data security and so on. We can cope with
the outflow of scientific data in China by formulating norms, building platforms, supporting and guiding
journals, protecting data, and encourage library’s participation.
