Cultural Community: The Sample Study of Grassroots Comprehensive Culture Service Center Construction in Central Urban District: Take DongCheng District of Beijing for Example

Abstract:

The grass-roots level is the focus and weakness of the public cultural service. Promoting the construction of grassroots comprehensive culture service center can help improve the network of public cultural facilities, and complete the “last one kilometer” of public cultural service. The central urban district
is usually small and densely populated. If we build cultural center there in strict accordance with rules for administrative district, the service radius is bound to be too small, costs too high, and facilities and resources wasted. An effective method to solve such a problem is to, taking into account the service radius
and accessibility of facilities, build a proper number of “cultural communities” with reasonable layouts and in moderate size, which will thus achieve the utmost effect with the available recourses.
