跨区域视角下高校科学数据管理政策的对比研究及启示

A Comparative Study of Research Data ManagementPolicies in Universities from a Cross-Regional Perspectiveand Their Implications

摘要:

随着数据密集型研究的重要性不断增长,不同地区的大学和研究机构已经相继实施或改进了其研究数据管理策略。而我国大部分高校科学数据管理仍处于发展阶段,尚未形成有效的管理体系。为此,对比分析不同区域下代表性高校的科学数据管理政策,有利于我国科学数据管理政策的完善与创新,优化相关管理体系。采用文献调研法和网络分析法,收集整理了2022 年与2023 年QS 世界大学排名前100 高校的科学数据管理政策。从跨区域的角度出发,基于数据生命周期模型建立了研究数据管理策略的分类体系,包括4 个一级类目、14 个二级类目并进行对比研究,为我国高校科学数据管理实践提供借鉴。研究发现,不同区域高校的科学数据管理政策完善程度不尽相同。北美洲高校在科学数据组织层面表现突出;欧洲高校注重数据存储与发布;大洋洲高校重视科学数据的创建规范;在亚洲的大学中,新加坡和中国香港的大学比其他大学拥有更为全面的研究数据管理策略。结合各区域高校政策的优秀实践,建议我国内地高校推广科学数据管理一站式服务,分部门管理科学数据支持端,开发多功能科学数据管理软件。

Abstract:

With the growing importance of data-intensive research, the volume of research data isincreasing explosively, universities and research institutions in various regions have successivelyimplemented or improved their research data management strategies. However, research data managementin most universities in China is still in the development stage and has not yet formed an effectivemanagement system. Therefore, the comparative analysis of research data management policies ofrepresentative universities under different regions is conducive to the improvement and innovation ofdomestic research data management policies and the optimization of relevant management system.Literature research method and network analysis method were adopted to collect and collate the researchdata management policies of top 100 universities in the QS World University Ranking in 2023. Froma cross regional perspective, we built a category system for research data management policies based onthe data lifecycle model, including 4 first-level categories and 14 second-level categories for comparativestudy, in order to provide references for the practice of research data management in domestic universities.It is found that the level of sophistication of research data management policy is not the same among different regional universities. North American universities excel in research data organization. Europeanuniversities focus on data storage and publishing. Oceanian universities attach importance to the norms ofresearch data creation. Among Asian universities, those in Singapore and Hong Kong area, China havemore comprehensive research data management policies than others. Combining with the excellentpractice of university policies in different regions, it is recommended that Chinese universities promoteone-stop service for research data management, manage research data support needs in differentdepartments, and develop multi-functional research data management software.
