摘要: 佛山市图书馆发起的“邻里图书馆”项目,将家庭这一典型的私人空间转变为提供阅读 服务的公共空间,是我国公共文化服务体系建设的特色创新。论文通过对“邻里图书馆”项目的 案例深描,探究公共文化服务的家庭供给网络的形成和运行机制。在网络形成阶段,主导机构的 制度创新、结构调整和资源获取对网络的发起具有关键作用;家庭教育、兴趣爱好、社会责任、 职业动机、合法性 5 方面动机,以及制度、经验和人际层面的信任,影响着市民家庭是否加入服 务网络;合作者则通过日常管理和宣传渠道等方面的支持,推动了服务网络的扩张。在网络运行 过程中,承诺、沟通、协作、评估 4 种机制构成保障服务质量的关键;资源共享、环境支持和目 标实现等因素则决定着网络的可持续性。

Abstract: he “Neighborhood Library” project initiated by Foshan Library transforms the typical private space of family into a public space providing reading service, which is a distinctive innovation in the construction of public cultural service system. Through an elaborative description of the “Neighborhood Library” project, this paper explores the formation and operation mechanism of this family supply network of public cultural services. It is found that in the process of formation, the initiation of network depends on the institutional innovation, structural change, and resource acquisition of the leading agency. Motivations of family education, personal hobby, social responsibility, career development and legitimacy, as well as the trust based on institution, experience and interpersonal relationship, affect the intention of citizens to participate in the service network. Also, participants can help expand the service network through daily management and publicity. In the process of operation, commitment, communication, collaboration and evaluation are the keys to guarantee the quality of service, whereas factors such as resource sharing, environmental support and goal realization determine the sustainability of networks.
