Abstract: Public libraries are main bodies for promoting national reading, while nongovernmental
reading organizations and individuals are important actors to raise national reading level. The paper
introduces the formation and development, institution architecture as well as the service effect of Sanming
Public Library’s “home · reading” service union, and analyzes the operation environment of the union,
providing reference for building national reading promotion service systems that are based on city public
libraries as center, district libraries as local centers, and the whole society joining in the efforts together
