进一步深化文化体制机制改革中的公共文化服务

摘要: 建立优质资源和服务直达基层机制,应重点关注和解决“优质”“直达”的问题。近20年来,公共文化资源和服务优化迈出坚实步伐。进一步深化图书馆文化馆总分馆制,推动更多的县域总分馆体系走向垂直管理,是建立优质资源和服务直达基层机制的重要突破口。推进公共文化设施所有权和使用权分置改革,应重点解决的问题是健全社会化运营管理承接主体资质条件与退出机制、建立支撑社会化运营管理可持续发展的政府购买经费测算与保障机制、建立承接主体拓展和创新服务的激励机制、构筑适应社会化运营管理需求的专业人才养成体制。分类推进文化事业单位深化内部改革,着力点是内部人事管理制度改革和收入分配制度改革,“牛鼻子”是收入分配制度改革。

Abstract:

To establish mechanisms for channeling quality cultural resources directly to the communitylevel, we should focus on the issues of “quality and direct channeling. Over the past two decades,solid steps have been taken in optimizing public cultural resources and services. Further deepening thecentral-branch system of libraries and cultural centers, with a move towards vertical management atthe county level, represents an important breakthrough in this regard. In advancing the reform of theseparation of ownership and usage rights of public cultural facilities, the key issues to be resolved are toenhance the qualification criteria and exit mechanism for entities undertaking socialized operation andmanagement, to establish a government-funded calculation and guarantee mechanism that supports thesustainable development of socialized operation and management, to establish an incentive mechanismfor undertaking entities to expand and innovate services, and to construct a professional talent cultivationsystem that adapts to the needs of socialized operation and management. The classified promotion of theinternal reform within cultural institutions mainly lies in the reform of the internal personnel managementsystem and the income distribution system, with particular emphasis on income distribution.
