Abstract: from scratch to standardization and equalization, which has practical significance for
improving the construction of urban and rural public cultural service guarantee system and promoting the
construction of high-quality and balanced development of public cultural service system. The article sorts
out the connotation of the accessibility of public cultural services, and analyzes the accessibility elements
of public cultural services and the “4A” evaluation framework from the perspective of “accessibility”. It
proposes to adhere to the government’s leadership and to increase cultural output of grassroots service
centers; to match the cultural needs of all parties, and to focuse on the integration of diverse resources; to
improve service efficiency and strengthen the supply of political and social cooperation; and to establish a
dynamic evaluation feedback mechanism to achieve accurate supply of public services—all these are the
main path to improve and optimize the construction of the public cultural service system in the new era.
