重大公共突发卫生事件中电子健康信息素养教育
标准的适用性及对策研究

摘要/Abstract

摘要： 由于新型冠状病毒肺炎（COVID-19）疫情出现全球大流行，为了避免交叉感染以及响应国家“宅在家”的号召，大众对于在线问诊、在线查询并获取健康信息等需求大幅增加。便于满足前述信息需求，公众需要具备电子健康信息素养。基于此，本文首先梳理国内外关于电子健康信息素养的理论与实践研究。其次结合美国国家健康教育标准的具体内容进一步分析在新型冠状病毒肺炎疫情中，公众可通过其中的8条标准，筛选出的42条指标来加强公众对权威可靠可信信息资源的获取和使用。最后结合中国国情，讨论在重大公共突发卫生事件中提高公众电子健康信息素养能力的对策。

Abstract: Due to the global pandemic of the new coronavirus, and against the backdrop of nation-wide “stay at home”, the public’s demand for online consultation, online inquiry and access to health information has increased significantly, which also requires the public to have electronic health information literacy. This paper first sorts out the research on electronic health information literacy at home and abroad. It further analyzes the specific content of the American National Health Education Standard (NHES), and how the public could access and use the trustworthy and reliable information by applying the 8 standards and 42 indicators in the NHES during the outbreak of the new Coronavirus Pneumonia (COVID-19). Finally, based on China’s national conditions, the countermeasures to improve the public’s electronic health information literacy in major public health emergencies, are discussed.
