摘要/Abstract

摘要： ? 对科技项目立项开展社会影响力评价逐渐受到重视，Altmetrics作为一种基于社会化媒体
的新型评价方法在科技项目立项评价中具有潜在的应用价值。本文分析了科技项目立项评价引入
Altmetrics的可行性，构建了基于Altmetrics的科技项目立项社会影响力评价框架和评价方法，并
以主流分析工具之一的Plum Analytics为例开展实证分析。分析结果表明，Altmetrics为科技项目立
项的社会影响力评价提供了新思路、新途径和新工具，可以成为科技项目立项评价方法的补充。

Abstract: The evaluation of social impact of scientific and technological projects has received global
attention. Altmetrics, as a new evaluation method based on social media, has potential value to be applied
to the evaluation of scientific and technological projects. This paper analyzes the feasibility of introducing
Altmetrics into the evaluation of scientific and technological projects, constructs the social impact
evaluation framework and evaluation method based on Altmetrics, and conducts empirical analysis with
Plum Analytics. The analysis results show that Altmetrics provides new ideas, new ways and new tools for
the evaluation of social impact of scientific and technological projects, which can be used as a supplemental
evaluation method for scientific and technological projects.
