Abstract: Based on the analysis of Xi Jinping’s reply to the experts of the National Library, this paper
reunderstands the three functions of the public library to inherit civilization and serve the society, that is,
to re-recognize the importance of the public library as an important symbol of culture, to re-recognize the
importance of the public library as an important cultural site, and to re-recognize the public library as a
carrier of cultural innovation, pointing out that the further innovation and development of Public Libraries
during the Fourth Five-Year Plan period will provide ideological and theoretical preparation.
