英国公共图书馆理事会法律规定演变——以英格兰地区为例

摘要/Abstract

摘要： 1850年公共图书馆法案确立了英格兰地区的图书馆理事会制度，此后，该制度历经1892年公共图书馆法案、1933年和1972年地方政府法案的修改和规范。图书馆理事会制度呈现职能扩大、成员限制放宽和主管法律变化等特点。图书馆理事会制度起源于英国的政治传统，有社会参与和民主决策的优势，也有缺少专业性和运转低效等问题。随着英国政治特别是地方政府的改革，理事会制度不再是公共图书馆管理的唯一模式。在英国，公共图书馆事业与政治尤其是地方政府关系极为密切。

Abstract: Public Libraries Act 1850 established library committee system in England, whereas Public
Libraries Act 1892, and Local Government Act 1933 and 1972 made provisions on this system. Since its establishment, the library committee system has expanded its functions, loosened up on membership restrictions and prioritized legal revisions. Library committee system originated from the British political tradition. It benefits from the traditions of social participation and democratic decision-making, but suffers from the problems of lack of professionalism and operational inefficiency. With the reform of British politics, especially the reform of local governments, committee system is no longer the only model to govern public library. In England, public libraries cannot be separated from politics, especially local
governments.
