国外政府数据开放现状、特点及对我国的启示

摘要：

大数据时代，国内外都积极推动政府数据开放。本文首先对政府数据开放的概念和原则进行辨析，然后从多个角度调研了美国、英国、加拿大、欧盟以及纽约市政府数据开放的现状，归纳了国外政府数据开放的特点，提出政府数据开放的技术框架图。又对北京、上海、香港等城市政府数据开放进行调研，总结国内政府数据开放现状。最后提出国外政府数据开放对我国的启示。

Abstract:

In the era of big data, most countries are promoting opening government’s data (GDO for short). This paper first analyzed the concepts and principles of GDO, then investigated the current situation of GDO in U.S., U.K., Canada, European Union, as well as the New York City from various perspectives,
summarized the characteristics of GDO overseas, and proposed the technology framework of GDO. It then investigated GDO development in China such as in Beijing, Shanghai, Hong Kong and make some recommendations for future development.
