Reading Legislation Abroad: Current Situation, Characteristics and Reference

Abstract:

By giving a literature review of foreign laws, policies, plans and research reports related to reading, this paper extracts the valuable and shared characteristics of laws and policies, analyzes the features of overseas legislation on reading by taking into account the local reading culture and social background.Its conclusions include attaching importance to children’s and teenagers’ reading, integrating all social forces to promote reading, protecting the construction of public cultural facilities and resources such as library, improving people’s reading ability and cultivating reading literacy, making plans combined with legislation, and creating reading festivals and reading foundation. Legislative experience as such will be of reference value to our national and local legislative work of promoting reading.
