Practical Dilemmas and Solutions for Community Public Culture Statistical Surveys in the Era of Data Factors:  A “Practice-Institution” Framework Based on the Operation of Public Cultural Service System

Abstract: To implement the Third Plenary Session of the 20th CPC Central Committee's directive on “establishing mechanisms for channeling quality cultural resources directly to the community level, ” more robust data reflecting community-level public cultural conditionsare required. This study utilizes interviews and fieldwork to examine the operational challenges in community statistical surveys and the institutional factors underlying these challenges within the “practice-institution” framework based on the operation of the public cultural service system. The research demonstrates that the market-oriented circulation of data as a production factor presents viable opportunities to address these challenges. By establishing three guiding principles for introducing external data sources and developing a five-pathway data supplementation framework,  this study proposes a systematic,  cost-effective approach to integrate fragmented societal data. These methodological innovations enable more accurate representation of community-level cultural conditions and provide a data-driven basis for scientific decision-making in community public cultural services.
