Abstract: The Indian Copyright Act provides for a wide range of library exceptions. The library copying,
lending and preservation exceptions enable the library to use copyrighted works fully and effectively to
serve the public interest. In order to guarantee the right of the disabled to access information and knowledge
and to enable the public to access orphan works through libraries, India also stipulates library exceptions to
promote the use by the disabled and the use of orphan works. As a developing country, China should learn
from the experience of India, and further clarify and expand the scope of application of library copyright
exceptions in our copyright law.
