在详细解读RDA基础上着重谈了两大问题。第一，RDA如何在数字化环境中应运而生，如何更好地适应大数据时代的到来；第二，RDA的初衷和发展目标是为了更好地实现数据揭示的国际化和互通性，不局限于英语系国家和图书馆性质的文化机构。

Abstract:
The author reveals two big issues about RDA in this paper. The first one is that RDA was developed to meet the challenges of the digital environment and places a heavy emphasis on the use in the large-scale computer processing of data. The second one is for describing RDA’s internationalization and interoperability of data beyond the single language and cultural contexts.
