Abstract: With the rapid growth of global digital resources, a shift from traditional publishing of predominantly print to digital is clearly underway. There has formed a multimedia structure covering print, digital and etc. In this context, libraries are greatly concerned about how public libraries should adjust their operations and services by utilizing new media and new technology to response to the challenges of the time. Based on the practice of the Shanghai Library in recent years, this paper proposes that public libraries in the transition should adjust its allocation policy of resource acquisition, provide strong technical support and facilities, take the initiative to change service management, as well as improve librarians’ professional skills andstrengthen their bond with readers so as to create their own advantages in this digital era.
