图书馆高质量服务的价值目标与价值实现——基于2023 版《图书馆服务宣言》的解读

摘要:

2023 版《图书馆服务宣言》的修订及时回应了新时代我国图书馆事业发展的新情况新要求,为图书馆服务的价值目标与价值实现提供了新的指引。文章回顾了国外图书馆及组织的主要宣示性文件以及我国图书馆服务理念的形成历程。通过与2008 版的文本对比,剖析了2023 版所追求价值目标的广度、深度、效度和温度,以及当前我国图书馆高质量发展面临的现实挑战,包括供给不平衡掣肘服务广度、复合型人才短缺制约服务深度、资源配置失衡制约服务效能、智慧化应用加剧数字鸿沟等问题,并有针对性地提出通过确立“ 以人为本” 的服务理念、提升员工素质、创新服务方式、优化资源配置、推进全民阅读、拥抱技术趋势等途径推动图书馆高质量服务的价值实现。

Abstract:

The 2023 revision of the Library Service Declaration responds to the new situations and newdemands of China􀆳s library development in the new era providing new guidance for the 􀆵goal of valueand its 􀆵realization in library service. This paper reviews the main declarative documents from foreignlibraries and organizations and traces the formation of the key service concepts of Chinese libraries. Bycomparing the 2023 edition with the 2008 edition the study highlights the advancements in the breadthdepth validity and humanization of the value goal in the revised declaration. It also examines the realisticchallenges including the unbalanced supply hindering the breadth of services shortage ofinterdisciplinary talent restricts service depth imbalanced resource allocation restricts service efficiencyand the widening digital divide driven by smart technologies. In response the paper puts forwardstrategies to realize high-quality library services by establishing a 􀆵 people-oriented service conceptpromoting staff development fostering service innovation optimizing resource allocation promotingnational reading and aligning with technological trends.
