Abstract: The library service philosophy of “universal openness to the society, equal service, and people-oriented” as established in the Library Service Manifesto has played an important role in promoting the development of Chinese libraries. The article sorts out the main service philosophies of foreign libraries, reviews the process of Chinese librarians constructing library service philosophies, clarifies the concept and basic connotation of library service philosophy, and analyses the reflections and discussions on the philosophies about the public nature of libraries, people orientation, nation-wide reading, cooperation and sharing after the publication of the Library Service Manifesto. The article proposes that it is necessary and inevitable to revise the Library Service Manifesto moderately in advance, promote and reconstruct the library service philosophy, and further clarify the basic principles of reconstruction to meet the needs of library development.
