加州大学系统图书馆与爱思唯尔的开放获取转换协议的谈判要素分析及启示

摘要：

随着全球开放获取运动和S计划的推进，各国都积极响应，开展了开放获取转换谈判。加州大学系统图书馆与爱思唯尔（Elsevier）的谈判引起广泛关注。本文分析总结了加州大学系统图书馆开放获取转换协议的谈判过程、实践措施、特点和成功经验。此外，本文还结合我国的实际情况，列出了中国高校图书馆在做类似谈判时的建议。

Abstract:

With the advancement of the global open access movement and the S plan, countries haveresponded positively and carried out open access conversion negotiations. Negotiations between theUniversity of California system library and Elsevier have drawn widespread attention. This paper analyzesand summarizes the negotiation process, practical measures, characteristics and successful experience ofthe open access transformative agreement in the University of California system library. In addition, thispaper also lists the suggestions for Chinese university libraries regarding similar negotiations based on the actual situation in our country.
