摘要: 我国图书馆相关的法律法规体系持续完善,为图书馆发挥其社会职能提供了更为规范的法治基础。文章系统梳理了《中华人民共和国公共文化服务保障法》颁布以来,与图书馆相关的法律、部门规章、地方法规规章、党政联合发文和国务院行政规范性文件,呈现了我国法律法规和相关政策对图书馆工作的新要求、新指导以及新重点。需要指出的是,图书馆专门法律法规和部门规范性文件非文章的研究重点。研究结果表明:近年来,图书馆日益受到社会各相关领域和部门的重视,着力推动图书馆与相关事业/机构的融合发展、提升图书馆的安全管理能力、通过图书馆加强包容社会建设,成为我国图书馆相关法律法规体系建设的主要内容。

Abstract: China provides a more standardized legal basis for libraries to play their social roles. This report systematically summaries the laws, department rules, local regulations and government rules, system of Party regulations, and regulatory documents of the State Council related to the library since the promulgation of the Public Cultural Service Guarantee Law of the People’s Republic of China, and presents the new requirements, new guidance and new focus of China’s laws, regulations and policies on library work. It should be noted that the special laws and regulations of library and department regulations are not the focus of this report. The research results show that in recent years, libraries have received increasing attention from all relevant departments and all fields of the society. The main contents of relevant laws and regulations system of libraries in China includes striving to promote the integrated development of libraries and related undertakings or institutions, improving the safety management ability of the library, and strengthening the construction of inclusive society through libraries.
