中美两国政府开放数据的元数据比较研究

摘要/Abstract

摘要： 对比中美两国政府开放数据的元数据建设和应用情况，分析我国在地方政府开放数据的元
数据应用方面存在的不足，借鉴美国的先进经验，改善我国地方政府开放数据元数据的质量以期推
动门户的建设和升级。从元数据管理系统、元数据标准、元数据使用这三个方面对中美两国政府开
放数据的元数据进行分析。美国政府数据开放门户大多基于通用的开放数据平台，具备较完善的国
家级和地方级政府开放数据元数据标准，开放数据水平较高。我国应在关注地方政府数据开放门户
中元数据质量的基础上，出台地方政府开放数据的元数据标准并规范其在门户中的使用。

Abstract: By comparing the construction and application of metadata of open data between Chinese
and American governments, this paper analyzes the shortcomings in the application of metadata for open
data of Chinese local governments, and attempts to improve the metadata quality in order to promote the
construction and upgrading of the portals. The analysis is made from three aspects: metadata management
system, metadata standard, and metadata usage. Most of the U.S. government data open portals are based
on the general open data platform, with relatively complete national and local government open data
metadata standards, and a high level of open data. By paying attention to the metadata quality in the open
portals of local government data, China should as well issue local metadata standards and regulate their
use in portals.
