Abstract: Under the guidance of Acceptance Criteria of the Third National Public Cultural Service System Demonstration Plots, public libraries have carried out innovative practices in the construction of library networks, literature and digital resources, reading promotion services and management reform. Public libraries have taken the lead in implementing the national policies and revealed a trend of cross-industry and inter-agency development. A breakthrough has been made in the participation of social forces in the construction of facilities and networks, and the service efficiency of public libraries has been effectively improved.
