Abstract: The 14th 5-Year Plan of Public Library is a blueprint for the development of public library. Based on the summary of the achievements of the 13th five-year plan, and combined with the influencing factors in the period of the 14th five-year plan, this paper analyzes and explores the strategic objectives, key tasks, specific contents and countermeasures of the development of the public library undertaking during the period of the 14th five-year plan and even on the medium and long terms, so as to provide reference for the compilation of a far sighted strategic plan.
