政社合作模式下城市阅读空间建设动力机制研究

Research on the Dynamic Mechanism of Urban Reading Space Construction upon Cooperation between Government and Society

摘要: 政府主导、社会力量广泛参与城市阅读空间建设运营,已经成为推动公共文化服务体系 建设新形式。文章从国家政策驱动、政府转型驱动和社会需求驱动3个层面对政社合作模式下城市 阅读空间建设驱动因素进行分析,对合肥市城市阅读空间建设成效进行梳理,指出政社双轮驱动 下城市阅读空间建设动力不足的主要因素是社会力量创新动力有限、建设运营主体衔接失衡、评 估监督主体单一、宣传推广成效迟缓。在政府体制改革和公共文化服务体系建设双重作用下,提 出健全奖补激励机制,激发创新活力;完善沟通协调机制,重视社会力量培育;减少行政干预, 推动管评分离;重视宣传推广,坚持特色化、差异化发展之路发展策略。 

Abstract: Government-led and extensive participation of social forces in the construction and operation of urban reading spaces have become a new form of promoting the public cultural service system development. The article analyzes the driving forces of urban reading space construction upon government-community cooperation from the three perspectives, namely, national policy drive, government transformation drive and social demand drive, and sorts out the effects of urban reading space construction in Hefei. It points out that the city is driven by the two-wheel drive of government and society. The main cause of the lack of motivation for reading space construction are the limited motivation of social forces to innovate, the imbalance of construction and operation subjects, the single actor of evaluation and supervision, and the slow effectiveness of publicity and promotion. In view of the dual role of the government system reform and the construction of the public cultural service system, it proposes to improve the rewards and incentives mechanism to stimulate innovation and vitality, improve the communication and coordination mechanism, pay attention to the cultivation of social forces, reduce administrative intervention, promote the separation of management from evaluation, pay attention to publicity and promotion, and adhere to a characteristic and differentiated path of development.
