Abstract: Over the past 10 years, Jiading Library has been persistently exploring, and the establishment of
a universally equal cultural service system of public library in Jiading has received positive acknowledgement
from all walks of life. Based on the interviews and systematic collection of relevant materials, this case
comprehensively combs various stages of developing the Whole Domain Service of the Jiading Library,
from the initial full coverage of the building space, to innovatively introducing social forces as to extend
public cultural service to a wider social public space, and to the usage of cloud service to complement the
digital space shortage. It elaborates on the various development standards and management mechanisms
used in the formation of the Whole Domain Service. Finally, researchers can draw upon experience and
acquire inspirations from the article for the Whole Domain Service.
