Abstract: The article expounds the concepts of public library as public welfare institution in the new development period. By researching and dissecting the information needs of current innovation and entrepreneurship and analyzing the subjective and objective conditions of library services from perspectives such as the two major service spaces and the research and service of literature collection, a conclusion is drawn that the public library still has great potential for development in serving innovation and entrepreneurship, and information literacy of small and medium enterprises will greatly promote the development of library
